TENDER - APPOINTMENT OF REGISTERED NATIONAL KEY POINT SECURITY SERVICE PROVIDER FOR SARAO/SKAO FACILITIES IN THE KAROO IN AND NEAR CARNARVON, NORTHERN CAPE FOR A PERIOD OF FIVE (5) YEARS

The South African Radio Astronomy Observatory (‘SARAO’) hereby invites submissions for the following tender -

Tender Number: NRF/SARAO SKAR/17/2026-27

Tender Description: APPOINTMENT OF REGISTERED NATIONAL KEY POINT SECURITY SERVICE PROVIDER FOR SARAO/SKAO FACILITIES IN THE KAROO IN AND NEAR CARNARVON, NORTHERN CAPE FOR A PERIOD OF FIVE (5) YEARS

Tender Closing Date and Time: Wednesday, 16 September 2026 at 12:00PM

COMPULSORY SITE BRIEFING SESSION:

 A compulsory tender briefing is scheduled for 1 September 2026 and 2 September 2026 spanning two consecutive days. Attendance for both days is mandatory for all bidders.

Day 1: Klerefontein Engineering Operations Centre

Coordinates for Klerefontein EOC:  - 30°58'15.94"S, 21°59'38.68"E

Time: 09:00 – 16:00

The session will begin with a detailed briefing on the tender document, held in the Training Room at the Engineering Operations Centre in Klerefontein. Following the briefing, bidders will be taken on a guided walk-through of the full facility to allow sufficient time for inspection, note‑taking, and clarification of any technical or operational aspects relevant to the bid requirements. The remainder of the day will be dedicated to visiting the facilities listed in Carnarvon. This ensures that all bidders have adequate opportunity to familiarise themselves with the infrastructure and conditions associated with the scope of work.

Day 2: SKA Site Visit

Time: 09:00 – 16:00

Day 2 will be allocated to travelling to the SKA site. Bidders will visit all deployment points and receive an overview of the broader site layout and operational environment. A detailed programme for Day 2 will be shared during the Day 1 briefing.

Attendance Confirmation

Bidders are required to confirm their attendance and indicate the number of representatives who will attend the compulsory briefings. No more than three (3) representatives per bidding entity may be registered for the session.

Attendance confirmations must be submitted via email to tender-enquiries@sarao.ac.za no later than 27 August 2027.

Transport to the SKA site will be provided by SARAO, and accurate attendee information is essential for logistical planning.

Arrangements and Cost of attendance is for the bidder’s own account.

PREFERENTIAL PROCUREMENT SYSTEM:

The 90/10 price and preference points system, as prescribed by Section 4 of the Preferential Procurement

Regulations, 2022 issued under the Preferential Procurement Policy Framework Act, (Act No 5 of 2000) (PPPFA) will be applied to evaluate this bid

EVALUATION CRITERIA:

 Bidders must satisfy the evaluation criteria in Stages 1 and 2 of the bid selection process in order to be evaluated further on price and specific goals (Stage 3). Failure to do so will result in disqualification.

Bid proposals submission must be sent on or before the tender closing date, Wednesday, 16 September 2026 at 12:00PM.

Late submissions - received after 12:00PM on the closing date, will NOT be accepted.

Steps:

your CSD login details. Go to the ‘search by’ drop down menu. Select ‘tender number’.

Enter the tender number - NRF/SARAO SKAR/17/2026-27. Click the plus + icon to

expand. Scroll down and click ‘start e- submission’.

Note: Bids submitted using any other method than that prescribed above will not be accepted.
