Provision of Expert Technical Service to provide Optical Fibre Network Design for SKA1-Mid Project

Scope of work

To support SARAO's SKA activities, an Optical Fibre Network specialist is required to work on the technical aspects of the MeerKAT Extension project. The specialist will be working on various aspects of the Fibre element of the MeerKAT Extension project which includes evaluating the designs from the appointed contractor, ensuring that the designs comply with the Scope using their expert knowledge and historical background on this project to ensure that all the new work is compliant with the requirements stated at time of signing of the Contract (November 2021). To further assist the Project Manager with regards to technical aspects in the day to day management of the Contract where the Contractor asks for clarifications, material acceptance etc. based on the requirements in the Fibre portion of the accepted design. To perform handover activities to the person who will be appointed as a Fibre Specialist and Site Supervisor in terms of NEC4 ECC. In particular, the appointed specialist will be expected to deliver the following services as and when required:

  1. Attend to and update the evaluation criteria for of the Contract.
  2. Assist the Project Manager with the technical Fibre Scope for MK+ and the interpretation thereof by the Contractor, as well as the evaluation and acceptance of the specialist material requirements measured against the Scope.
  3. Work with the selected contractor to accept the designs as well the drawings updated to the point where they are acceptable for construction.
  4. Perform hand-over activities and a report to the new Fibre Specialist who will be appointed.
  5. Provide technical support and advice as and when required throughout the project. This will include a couple of auditing requirements on site as follows:
  6. Once the Fibre ducts are installed and are being tested.
  7. During the installation of the physical fibre cable
  8. When the work in the KAPB takes place
  9. The final Fibre connectivity testingThe service provider shall maintain regular contact with the SARAO MK+ Project Manager and attend meetings at the Black River Park Offices in Cape Town or virtually as needed. The service provider shall provide monthly timesheets detailing activities and associated time spent on each. A minimum of 260 consulting hours shall be quoted.

    Due to the limited number of hours, close interaction with the SARAO team and the international product teams, one specialist consultant is preferred for this role. This person should be at senior/ specialist level.

    The specialist consultant will provide a monthly timesheet that will be approved by the SARAO MK+ Project Manager and Program Manager. The timesheet must accompany the invoices submitted
