RFQ - APPOINTMENT OF A SERVICE PROVIDER TO PROVIDE 24 MONTH AIRCONDITIONING MAINTENANCE AT SARAO HARTEBEESTHOEK RADIO ASTRONOMY OBSERVATORY SITE IN GAUTENG

The South African Radio Astronomy Observatory (SARAO), a business unit of the National Research Foundation (NRF), is requesting quotations from service providers for a 24-month contract to provide air-conditioning maintenance services at its Hartebeesthoek Radio Astronomy Observatory site in Gauteng.

🛠️ Scope of Work

The appointed service provider will be responsible for the 24-month maintenance of a wide range of air-conditioning equipment. This includes, but is not limited to:

• 2x 96kw air-cooled chillers (Daikin)
• 4x AHUs (main building)
• 2x Chiller pumps
• Various split and hideaway units (Jet-Air, Samsung) across park-homes, offices, and workshops.

The scope also includes the supply of new units and spare parts as required, such as compressors, PC boards, fans, motors, bearings, and v-belts. The price for spare parts replacement will be confirmed by the End User before any purchase.

⚖️ Evaluation Process

Bids will be evaluated in three distinct phases:

Phase 1: Administrative Compliance Bidders must submit all mandatory returnable documents to proceed. Key mandatory items include:

• Signed SBD 1 form
• Completed SBD 3.1 (Pricing Schedule)
• Signed SBD 4 and SBD 6.1 forms
• A CIDB requirement of 1 ME

Phase 2: Functionality Criteria Bidders must achieve a "GO" rating on all of the following functionality requirements:

• Minimum 5 years of experience in air-conditioning (service, installation, and repairs).
• At least 3 references for similar projects.
• A valid Letter of Good Standing (COIDA).
• Insurance cover of more than R1 Million.
• A qualified air-conditioning technician with a minimum of 5 years of experience as a qualified artisan (proof of mechanical refrigerant trade test required).
• Access to a workshop and necessary air-conditioning tools.
• In-house capacity to execute tasks (technicians).

Phase 3: Price and B-BBEE Bids that pass the first two phases will be scored on the 80/20 preference point system. 80 points will be allocated for price, and 20 points will be allocated for B-BBEE status.
