Outsourcing Mobile Trunk Radio Infrastructure Management and Services for a period of Three Years

Compulsory Briefing Session: A compulsory virtual briefing session will take place on Friday, 4 June 2021 at 11.00AM using the Zoom application. Bidders who would like to register for the virtual briefing session must do so by sending an email to tenders@ska.ac.za; not later than 16h00, Wednesday, 2 June 2021 at 11.00AM with “Register for Virtual Briefing Session NRF/SARAO SAGA/ 08/2021-22” in the subject line.
Bid Submission: Electronic submissions must be sent to tenders@ska.ac.za. Bids must be submitted in two separate electronic folders, one with the compliance and technical response, and the second with the financial response. The financial response must be password protected. Folders must be titled with the bidder’s company name and folder title. Attachments are limited to 25 MB per email.
Bidders are to send an email to tenders@ska.ac.za post submission with the password to their financial envelope.
Summary:
SARAO seeks to outsource mobile trunk radio business operation and infrastructure support of the radio network deployed through NRF bid number SKA N0004-0004. This bid invitation is for a service provider to operationalise and manage the trunk radio telecommunications business, which includes paying out a monthly operational expenditure to third parties, as listed in Table 1 below, and receiving the income from end users of the network as illustrated in Figure 5. Electronic Communications Service Licence from the Independent Communications Authority of South Africa (ICASA) is a mandatory requirement for a service provider to be able to provide mobile trunk radio business operations and infrastructure support over the radio network deployed by SARAO. Figure 5, Cash Flow Chart of the trunk radio system identify a fixed monthly expenditure of R 179 243.49 and the variable monthly income that gradually increase to R 86 100.00 if the end users in the KCAAAs pay R100 per month.
